Founder and CEO
Roger, a 38-year veteran of the employee benefit industry, is the visionary behind Howell Benefit Technologies, LLC (HBT) and its software platform. His industry insights led him to create a “Paradigm” in which the way a benefit case is quoted and processed in the small group insurance market.
As CEO, Roger provides the leadership, management and vision necessary to ensure HBT’s growth.
Roger began his career working as a large case sales consultant for a national health insurance carrier and founded Howell Benefit Services, Inc. (HBS) in 1983, the longest standing consulting firm in Northeastern Pennsylvania.
He also originated and is the President of the Northeastern Pennsylvania Business Association, Inc., an employer purchasing cooperative which includes the management of a fully-insured Multiple Employee Welfare Association (MEWA) which provides and administers small group benefit plans for employers with less than 99 employees in 50 states.
Roger is a member of the National Association of Health Underwriters and has completed its ACA certification requirement. Roger is also registered and certified on both the individual and SHOP Federal Marketplaces (Exchanges) and he is a registered representative of Cambridge Investment Research, Inc. He is licensed in all 50 states for the sale of life, accident and health insurance products. He is member of the International Foundation of Employee Benefit Plans (IFEB) and formerly an adjunct instructor for the Certified Employee Benefit Specialist (CEBS) professional designation in conjunction with The International Foundation and the Wharton School of Business.
Donna Abdalla President
Donna is a business professional with experience in information systems, management, operations and human resources.
As President, Donna oversees the day-to-day operations and ensures all strategies are in place to achieve HBT’s mission.
In her most recent position as Director of Project Management for Howell Benefit Services, Inc. for the past ten years, Donna’s primary responsibility was in the areas of human resource consulting, marketing, and technology. Her focus in recent years has been the management of the development of HBT’s benefit quoting platform projects and the fulfillment of key stake holders’ interests.
Donna spent the majority of her career in the energy industry where she held several leadership positions, including VP of Corporate Human Resources for Southern Union Company, Secretary to the Board of Directors of Pennsylvania Enterprises, Inc. and VP of Administration for PG Energy where she directed the execution and management of many corporate initiatives.
From a project management technology prospective, Donna’s experience spans from directing Lawson and Oracle enterprise system conversions, implementing merger/acquisition corporate deliverables, to full-cycle client implementations with HBT’s software benefit platforms.
Donna holds a Bachelor of Science in Business Management and an MBA with concentration in finance. She also possesses a Master Certification in Project Management.
Steve MacDonald Chief Information Officer (CIO)
Steve is an executive leader with more than 25 years of demonstrated success in driving process efficiencies and integrating complex IT architect solutions across companies in a variety of industry segments to achieve strategic business objectives.
As CIO, Steve leads HBT in the attainment of strategic goals and commitment to IT excellence and oversees the operational direction in the design, development, and support of technology to ensure the company’s growth and success.
Throughout his career, Steve has been a visionary, innovator, and strategic problem solver with demonstrated ability in driving initiatives valued in the millions of dollars. His multifaceted perspectives were formed from his experiences in the corporate world and he has steadily progressed upward throughout his career due to his unwavering determination on achieving results. Steve has held several key management positions including Principal of his own IT consulting company, Chief Information Officer for Diamond Triumph Auto Glass and Vice President, Information Technology for Carole Hochman Design Group.
Steve holds a Bachelor of Science degree in Computational Mathematics from Rochester Institute of Technology.
Jeannette Whitlock Director of Client Relations
Jeannette has over 35 years of group insurance experience including several key client service management positions at Howell Benefit Services, Inc. and HBT. She began her career at BlueCross of NE Pennsylvania where she held various customer service and marketing positions in group small business sales and service.
At HBT, as Director of Client Relations, Jeannette leads a customer success team that delivers superior customer service with focus on efficiency through technology and optimization of the customer lifecycle to help assist the company’s expanding growth. Jeannette’s focus is on building strong client relationships with producers and employers and ensuring a positive user experience with HBT’s technology platforms.
